1. Information about city hall services


At Tochigi City Hall, fees for certain documents such as certificates will change starting from January 1st. We ask for your understanding and cooperation.

For example, if you are obtaining a resident card or seal registration certificate in the Citizen Life Section, the fee will be 300 yen instead of 200 yen.

If you obtain a tax payment certificate, income certificate, resident tax decision certificate, etc. at the Citizen Tax Section, the fee will also be changed from 200 yen to 300 yen.

In addition, at the Citizen Life Section, you can use a multilingual translator to translate from Japanese. Please do not hesitate to use it.


2. About taxes on water and sewage usage fees


Along with the increase in the sales tax, the tax on water and sewage usage fees was raised from 8% to 10% starting October 1, 2019.

However, if there was a meter reading before September 30 and you continue to use water, the first meter reading after October 1 will have the 8% sales tax.

Mineral water used for drinking and food preparation is included in the food category and the tax remains at 8%. However for tap water, which is used for human consumption as well as bathing and washing, the tax rate will be 10%.


3. Free Rubella Immunity examinations


Rubella is spreading and becoming very common.

Rubella can be severe if an adult is affected, and if it is transmitted to a pregnant woman in the early stages of pregnancy, the baby's eyes, ears, and heart may no properly form.

Men born between April 2, 1962 and April 1, 1979 are able to get coupons to receive Rubella antibody tests and vaccinations for free from Tochigi City Hall.

Coupons are also sent to foreign residents who have residency in Tochigi City.

Please make an effort to prevent your own infection and the spread of Rubella nationwide.


4. For those affected by the Typhoon


If there was damage to your home from the typhoon, you can apply for a “Risai Certificate” at the property tax section on the 2nd floor of the Tochigi City Hall.

A person in charge will conduct an interview about your situation so please bring photos that capture the severity of the damage. City hall staff will then visit your home for further investigation.

Additionally, if there is damage to your furniture, home appliances, or cars, please apply for the “Hisai Certificate” at the property tax section on the 2nd floor of the Tochigi City Hall. Similarly, please bring photos that capture the severity of the damage. If you are submitting a picture of your car, please include the license plate.

Reception hours for these certificates are from 8:00 am to 7:00 pm on weekdays, and from 9:00 am to 5:00 pm on Saturdays, Sundays and public holidays.

In the mean time, if your house was inundated, please wipe it down with a cloth soaked in a disinfectant solution since bacteria and mold can easily propagate and could lead to health problems.
