新型コロナウイルス感染症に関する栃木市非常事態宣言 （令和２年４月１８日）

新型コロナウイルス感染症の拡大防止のため、４月１６日に国が全都道府県に緊急事態宣言を発出したことを受け、４月１７日栃木県が緊急事態措置を発表しました。

栃木市においては、これまで新型コロナウイルス感染症対策方針を策定して、イベントの開催自粛、市有施設の利用制限、外出自粛要請等を行ってまいりましたが、公表された感染者数が県内で２番目であり、人口１０万人当たりの割合が県内で１番高い状況にあります。また、直近の感染者１０人中半数の５人が栃木市の方であり、感染拡大に歯止めがかかっておりません。

このような状況を踏まえ、市民一丸となって感染拡大阻止を図るため、ここに非常事態を宣言し、本日より５月６日までの間、市民の皆様に以下のことを強く要請いたします。

・ 手洗いや咳エチケット、マスクの着用など、基本的な感染症対策を徹底すること。
・ 生活の維持に必要な場合を除き、外出を自粛し、人との接触は８割削減を目指すこと。
・ 事業所においては、施設の消毒、こまめな換気などの感染症対策を徹底するとともに、従業員の健康状態の把握及び感染防止に努めること。

Tochigi City Declaration of Emergency related to New Coronavirus Infection (April 18, 2020)

To prevent the spread of new coronavirus infection, the Japanese government declared a state of emergency for all the prefectures on April 16. In response to this declaration, Tochigi Prefecture announced emergency measures on April 17.

Tochigi City has implemented the measures for coronavirus prevention including cancellation of events, usage restrictions of city-owned facilities, and requests for refraining from going out.
Unfortunately, however, among the municipalities in Tochigi Prefecture, Tochigi City ranks second in the number of cases.
In addition, the number of cases per a population of 100,000 is the highest in the prefecture.
Furthermore, five out of ten cases that have been recently reported are from Tochigi City, showing no sign of declining.

Tochigi City declares a state of emergency on the basis of such circumstances.
To prevent further spread of this infection, all the residents are strongly encouraged to work together and follow the instructions below from April 18 to May 6.

・ Take basic measures against the infection such as hand washing, wearing of a mask, and coughing manners.
・ Refrain from going out except for everyday essentials and reduce person-to-person contact by 80 percent. ・ In business facilities, thoroughly implement measures such as disinfection and frequent ventilation and work to monitor the employees’ health condition and prevent infection.

Declaración de estado de emergencia en la ciudad de Tochigi ante la propagación del coronavirus (18 de abril, 2do ano Reiwa)

Para evitar la propagación del coronavirus, el estado emitió una declaración de emergencia a todas las prefecturas el 16 de abril, y la Prefectura de Tochigi anunció medidas de emergencia el 17 de abril.

En la ciudad de Tochigi, hemos establecido una política de contramedidas para el Corona Virus hasta el momento, evitando los eventos, restringiendo el uso de instalaciones públicas (propiedad de la ciudad), solicitando abstenerse de salir, etc. Según las estadísticas anunciadas, Tochigi es la segunda ciudad en la prefectura con mas infectados, y el primero en porcentaje de infectados por cada 100,000 habitantes. Además, 5 de las 10 personas infectadas recientemente están en la ciudad de Tochigi, y no se ha logrado detener la propagación de la infección.

En estas circunstancias, se emite una declaración de emergencia para evitar la propagación de la infección. Instamos a todos los ciudadanos a unirse y hacer lo siguiente desde hoy hasta el 6 de mayo:

- Medidas básicas minuciosas contra enfermedades infecciosas, como lavarse las manos, tener cuidado al toser y usar barbijos.
-Exceptuando por motivos de necesidad básica, abstenerse de salir y tratar de reducir el contacto con las personas en un 80%.
-En los sitios comerciales, procure evitar la infección, implementando minuciosamente medidas contra la propagación de enfermedades como la desinfección de las instalaciones y la ventilación frecuente. Además, procure tomar atención a la salud de los empleados.

CÔNG BỐ TÌNH TRẠNG KHẨN CẤP VỀ LÂY NHIỄM VIRUT CORONA CHỦNG MỚI TẠI THÀNH PHỐ TOCHIGI Ngày 18 tháng 4 năm 2020

Nhằm ngăn chặn tình trạng lây nhiễm lan rộng của virut Corona chủng mới, vào ngày 16 tháng 4, sau khi Chính phủ công bố tình trạng khẩn cấp đối với toàn bộ tỉnh thành trên toàn quốc, ngày 17 tháng 4 tỉnh Tochigi đã thông báo các biện pháp đối phó với tình trạng khẩn cấp này.

Tại thành phố Tochigi, cho đến nay chúng tôi đã thiết lập những chính sách để đối phó với sự lây nhiễm của vi rut Corona chủng mới như: kiềm chế tổ chức các sự kiện, hạn chế sử dụng các cơ sở của thành phố, yêu cầu người dân kiềm chế ra khỏi nhà v.v…Tuy nhiên, số người nhiễm bệnh trong thành phố vẫn nhiều thứ 2 trong tỉnh. Tỉ lệ số người nhiễm bệnh tính trên 10 vạn dân số của thành phố đứng cao nhất tỉnh. Thêm vào đó, trong 10 người nhiễm bệnh gần đây nhất thì có đến 5 người thuộc thành phố Tochigi của chúng ta, sự lây lan vẫn chưa được ngăn chặn.
Với tình hình như vậy, để ngăn chặn sự lây nhiễm lan rộng, tôi công bố tình trạng khẩn cấp với toàn thành phố của chúng ta. Kể từ hôm nay đến hết ngày 6 tháng 5, tôi kêu gọi toàn bộ nhân dân thành phố chúng ta cần đồng nhất đồng lòng thực hiện nghiêm túc các yêu cầu dưới đây:

1. Thực hiện triệt để các biện pháp đối phó cơ bản với bệnh lây nhiễm như rửa tay, đeo khẩu trang, giữ ý thức khi ho v.v…
2. Kiềm chế không ra khỏi nhà ngoại trừ trường hợp cần thiết để duy trì cuộc sống sinh hoạt hàng ngày nhằm mục tiêu giảm thiểu 80% sự tiếp xúc giữa người với người.
3. Tại các văn phòng, cơ sở, thực hiện triệt để các biện pháp phòng ngừa như khử trùng, lưu thông gió thường xuyên, cố gắng theo dõi nắm rõ tình trạng sức khỏe của nhân viên để ngăn chặn lây nhiễm.

关于新型冠状病毒感染症枥木市非常事态宣言 （令和２年４月１８日）

为了防止新型冠状病毒感染症的扩大，在4月16日国家向全部都道府县发出了紧急事态宣言以后，4月17日枥木县发表了紧急事态措施。

我们枥木市也制定了相应的新型冠状病毒感染症对策方针，尽管推出了举办活动的自律、市属设施利用限制、外出自律要求等措施，但公布的感染人数为县内第二，而每10万人口发病人数比例为县内最高居首位。并且，最近的感染人数10个人中的半数5个人是枥木市的人士，感染扩大仍然没有得到有效控制。

基于这种状况，为了达到全体市民齐心合力阻止感染扩大的目的，在此发布非常事态宣言，从今天到5月6日为止的期间，强烈要求各位市民做到以下事项。

・ 要彻底执行洗手、咳嗽礼节、戴口罩等基本的感染症对策。
・ 除了维持生活所必需的情况以外，外出应该要自律，要争取做到将与人接触的数目削减80%。
・ 在工作场所，要在彻底执行对设施的消毒、频繁地换气等感染症对策的同时，还要努力做到把握住员工的健康状态和防止感染。
